Hi my noctuta fan stops a lot of times because my FreeNAS makes my system not rise 28degrees C. So it goes off and on again really funny
That is because it's cold where you live ;)

Actually it's because the optimal fan IPMI setting lowers the fan's pwm below 30% and it stalls.

One of the fan controller scripts should fix that

Or my machine is very lazy ;)
I have to say i had a E5-2658 v4 in my workstation but becaus of a bug in the Xeon v3 i have now in there a E5-2683 v3 (can run all cores on turbo) i see the v4 are really working cool!
V3 runs in my machin in idle on 38celcius and on full load 58 but the E5-2658v4 ran arround 24 degrees idle and 38 on full load.
I still have the E5-2658v4 lying arround i still don't know if i will put it in my FreeNAS or let the E5-2630v4 ES in it. Difference is +10 watt and +4 cores (8 threads) and 200Hz but do i need them? i don't think so...
