Did you ever do the touch test? If your CPU was really at 50C during idle the heat sink wouldn't be very pleasant to touch. If it was cool to the touch there could have been two things going on. 1: Bad mount, or 2: a sensor was lying (which looks like that may have been the case).
I did the test, and it was not very hot.
I've always think about a bad thermal transfer or a faulty sensor.

Well at least you got it sorted out! Interesting that the bios was reporting something so dramatically different.

The sensor is next to the CPU die, the heatsink will always be at a lower temp than the die (especially the part you can touch). It's not really a valid test.

It's a very simple test to get a ball park if you have a really bad mount (everyone's forgot to take the plastic off the bottom of a heat sink at one point or another). If the heat sink is cold to the touch, but the CPU is reading 50C, you obviously are not transferring heat to the heat sink.

What if the CPU thermocouple (or RTD) has failed and is reading a wrong 50C value?

There's multiple failures that can give you a cold heatsink. That's what everyone is trying to say. ;)

ASRock hasn't got the motherboard yet, my retailer has made the exchange before shipping the board back to them.
But he will give me feedback as soon as it gets it. He's betting on a bad paste.

A quick update on my experience. The Noctua stuck directly to the heat sink with some double-sided tape has worked just fine. After mounting the fan I traveled with the file server. I carried the file server onto our flight, but still there was plenty of jostling. The heatsink stayed on throughout the whole ordeal and didn't need adjusted when we arrived. The double-sided tape is pretty legit.

CPU Temps are upper 20's, which is obviously excellent. HDD temps are 26-28 as well. It's a nice-running setup.

Nice ! The HDD temps are even a little too low if you consider Google's studies on best operating temps.

Agreed! I have the fans off of the fan controller. As such, they're all running at an audible speed. I'm hoping I can tweak those down (it's been awhile since I messed with regulating speed of 3-pin fans) and leave my HDDs and CPU at low 30s with a silent server.

Hi to all, i have the fractal R5 for the Asrock C2750D4I and i really need to have a fan over the cpu. Not easy to put one fan on this case
