FreeNAS svn trunk version seems remove /var/db/pkg, maybe it's a feature to save disk space, but it seems better also to remove pkg_add and other pkg_ related commands, otherwise it may be easy to get in trouble at following cases:
1) someone want to install some external package
2) He will first mount root fs as rw by `mount -urw /``
3) He may do it as 'pkg_add -r <package name>'
4) package will be installed and also some packages which this package depends on
5) This may overwrite the binaries included in FreeNAS release
6) This may get into trouble

From my point of view I prefer to keep /var/db/pkg than just save some mega bytes of disk.
