It sort of looks like you have double NAT going on there.
Does anything change if you move the TN-laptop to the same router your PC is connected to?

no not trying to expose it to the internet, just trying to have access from the pc which is connected to the second router, is this a problem that i don't know?

Double NAT is generally not great, it interferes with connectivity. But this issue seems to be caused of something different.
A guess would be an overzealous antivirus program.

You're not running ESET NOD32 by any chance?

Since it works on other devices but not on the PC, it points to an issue with the PC itself.
You have installed something on the PC that is interfering with connections.

@BrumbyZ

You need to eliminate double NAT

Options are:
1. Replace second router with an Ethernet switch
2. Connect LAN cable from ISP router to LAN port on second router, and connect all other clients to LAN ports, i.e. do not use WAN port on second router.

i would like to use option 2, will it automatically pick up internet from the lan port or do i need to go from 2nd router control panel?
