Does android application existing to control freenas through phone or tablet for shutdown, reboot, power off freenas ?

It is standard web-based product.

Any web browser should do it, or for that matter an SSH client. Of course, you'd need to have access to the LAN on which your FreeNAS box lives--if you're remote, a VPN solution would likely be your best bet.
