That could be a problem, given the number of drives you have. The 12V rail is oversized to support SLI GPUs, as is customary for a consumer power supply. In your case, you need more headroom on the 5V rail to spin up your drives.

With as many issues with power this seems to have with this number of 2.5" drives. I may just switch it up and get a couple of 3.5" drive cages. I would then be able to have up to 10 3.5" drives

Please note that TDP is not about power consumption but heat dissemination. While there is some correlation (which does NOT say that the TDP is the peak power consumption, that can be higher) between the two when running full throttle, the TDP is not a suitable criterion to determine real-life power consumption. It was different say 15 years ago, when e.g. AMD had 45W and 65W versions of some CPUs. But with all the internal power saving optimization CPUs have these days, things are a bit more subtle.

Yeah I understand that with tdp. But I want to have a mostly silent server. So less heat the better and less noise.

Ordered a PH-P1000G PSU, X11SSM-F motherboard, E3-1240L, and 2x 3.5" hard drive cages for a total of 10 HDD that I filled with used 2tb WD2003FYYS drives until i can slowly replace them with larger ones over time.
So far the system has been rock stable. I love the IPMI web menu instead of hooking up monitor and keyboard to the server.
Migrated my pool to a temporary HDD with replication i found on youtube. I just need to reinstall plex. Now migrating the pool to the new drives
Pool is setup with 2x raid z2 pools of 5 disks for a total capacity of just under 12 TiB.

I love the IPMI web menu instead of hooking up monitor and keyboard to the server.

Happy to see a convert to IPMI. For a server, it's essentially mandatory, especially if the server is physically distant or otherwise inconvenient to access the console.
