Package request: hwloc

Hi,

it would be comfortable to have the hwloc package in order to look at NUMA topologies and pin cores accordingly. I agree most of the times the linux scheduler does the best possible work, but in some cases (ex: 1st-2nd gen Threadrippers, and some etherogenous computing silicon) having lstopo and the other utils can help managing the virtual machines properly.
