Kernel panic: no init / FreeNAS will not install on any server

Last FreeNAS 11.1 image from here https://download.freenas.org/11/latest/x64/FreeNAS-11.1-U5.iso

I have tried to install FreeNAS 11.1 on three different server in Hetzner DC. I installed both to USB stick, SATA drives and NVMe geoms. FreeBSD 11.1 runs well, with no issues at all, for many years. FreeNAS-11.1 won't start always with the same panic about no init.

I also burned .iso to USB stick and tried just begin installation from it - the same panic.

Here is details of two server:

2x 512GB NVMe Gen3 x4
64GB DDR4 ECC
Intel Xeon E3-1275 v5 Quad-Core Skylake

2x 2Tb HDD SATA Enerprise
32G DDR3 ECC
Intel Xeon E3-1270V3

The image is not corrupted. It work on my local PC with VMware environment - that's the only place where it works.

What can be wrong with above hardware?

Need more info on the servers such as the motherboard and chipset data, any add-on cards, etc...

Have you tried FreeNAS 11.1-U4 ? https://download.freenas.org/11/11.0-U4/

11.1-U5 has issues for some people and maybe you are having that issue.

Didn't try older releases.
"unable to remount devfs under /dev" and "unable to unlink /dev/dev" sounds to me like a mess with devfs mount that was mounted twice for some reason
