Just a quick heads-up, Don't know if this was intentionally designed this way or if it was never a supported feature FYI.

But if I turn ON FTP through the CLI ["service proftpd onestart"], and then clear my browser cache, I notice that FTP is ON (functionally), however the GUI says its OFF (the switch is towards the off position).

Visa-Versa is also true, turn a service ON (applies to others aswell) through the GUI, and then turn it OFF via CLI with ["service <service-name> onestart (or start)"], the GUI never updates to the fact that the service is actually OFF ("top" doesn't show the service is running).

Which browser name and version? Do you see the same behavior in other browsers?

That's because the changes you're making through the CLI aren't being communicated to teh FreeNAS server's middleware. This is a... feature... of FreeNAS 9.x. The GUI and API are the only supported methods to configure and administer a FreeNAS 9.x server. This will change in FreeNAS 10.
