The question is could this server board support basic NAS duties? Or is it too Atom?

For basic NAS duties a C2750/C2758 is quite sufficient, even a C2550/C2558 (four core version) is. Transcoding is not a basic NAS duty.

Make sure that you get a motherboard/SOC that doesn't suffer from the AVR54 bug

That board is sufficient but finding RAM for it for a reasonable price can be problematic.

I'm reading the Hardware Recommendations Guide currently and I found out about server ITX boards and I thought it was really good because it's really low wattage is good since I live in a backwards country where electricity is unnecessarily pricey. I'll read the additional information you posted and thanks for the reply.

The C3000 server Atom series (Denverton, successor of Avoton/Rangeley) and the Xeon D-1500 (Broadwell-DE) series are more interesting nowadays when searching for a mini-ITX platform for FreeNAS.

In the following I'm going to show two queries to a German price comparison website. Unfavorably in German language, but maybe nevertheless helpful just because of the mere listing of all those possibly interesting models.

Shown are all Supermicro C3000 (Denverton, Server Atom) and D-1500 (Broadwell-DE) mini-ITX boards that are available over here together with their prices in Euro. Vendors from Germany, Austria and UK are taken into account. Applied sorting criterion is ascending cheapest price.

C3000, four core model starting at 283.74 Euro as of now
https://www.heise.de/preisvergleich/?cat=mbson&xf=11832_Goldmont~317_(SoC)~4400_Mini-ITX~544_Supermicro&asuch=&bpmin=&bpmax=&v=e&hloc=at&hloc=de&hloc=uk&plz=&dist=&sort=p&togglecountry=set

D-1500, smallest model starting at 331.78 Euro as of now (called "Pentium", not "Xeon")
https://www.heise.de/preisvergleich/?cat=mbson&xf=11832_Broadwell~317_(SoC)~4400_Mini-ITX~544_Supermicro&asuch=&bpmin=&bpmax=&v=e&hloc=at&hloc=de&hloc=uk&plz=&dist=&sort=p&togglecountry=set

Maybe this helps to find something that fits your needs and is available at the place where you live.

I live in the Philippines. It isn't great for getting things that the rest of the world has. Where I live in the country sidewalks don't exist. people park on the street while they have places inside of their house to park their cars. It's been taking 3 weeks for the internet company to install the internet and everything thqt isn't from here os overpriced. I tried to get my debit card sent here from my actual bank and I waited a whole year and it never showed up. So who knows. I'll check out the site because that's way cheaper than newegg.
