Workaround: Jails and Plugins not obtaining IPs from DHCP

Issues observed in three existing FNs: Two on ASRocks MBs and One Dell Optiplex upgraded from 9.3 to 9.10, One fresh 9.3 upgraded to 9.10 (also fresh 9.10 install) on an Asus MB.

I've added 26 pages log to the bug ticket... let's see.

Not sure what has happened with the ticket opened for this issue, as I can't find it. Clicking the link from the e-mails communication gets me to dead end error page.

And, by the way, plugins obtained IPs after server reboot. That shouldn't be required and doesn't make sense for a server to be rebooted.

Tested on my 9.10 and worked:

sysctl kern.chroot_allow_open_directories=2
