No jails, no plugins

Well I might have gotten myself into a bit of a pickle....

My USB was dying according to FreeNAS, so I grabbed the latest image and installed it. Unfortunately, I think the old USB was running 9.3 and the new one is running 9.10. After installing 9.10 and uploading the 9.3 config, the jails are starting, but I can't see them in the jails tab across the top, but I do see them in the list of jails on the left side, so I can see the configuration but I can't delete them.

Even if I could delete the jails, I can't install new ones. The list of plugins won't update. Click update, nothing. I confirmed I have network connectivity:

Huh. Same thing. Only now I have an alert that I need to upgrade to 9.10 and there's nothing under "Update"

@%^$%^&#%$...Browser issue. I was doing this under Chrome (Linux and OS X). Everything shows up fine under Safari.

Do you have any extensions in Chrome?

A bunch: Privacy badger, flashblock, lastpass, adblock, https everywhere, probably others.

Does the issue go away if you disable all of them?

Nope, though this test wasn't completely scientific. I disabled all the plugins/extensions, reloaded the page, noticed no change, re-enabled all of them.
