You might want to check the config to see why it may fail to start... I don't think it's generally failing.

I have made a Screenshot from my Config. See the RED letters. I think this is weird.

Looks like what's selected there is no longer a correct choice.

Try clearing it and select the model again.

There are at least 3 issues with UPS support in SCALE right now, I logged them with IX over the last week or so:

1) The issue selecting the driver, as described in this thread. You can work around this by toggling the Master/Slave setting, capturing all required fields for both and then choosing the Master/Slave setting you want again, afterwards. Strangely, I found this workaround more reliable if you try to start the UPS service, unconfigured, and let it fail first. Logged as NAS-109449.

2) The UPS service doesn't automatically restart when you restart SCALE. You can work around this by starting manually, or with a cron job (can't use a post-init task because these are run prior to the UPS service starting). Logged as NAS-109520.

3) The default shutdown command has a typo so the UPS service won't shut down the host. You need to correct it in UPS service configuration (should be "/sbin/shutdown -P now"). Logged as NAS-109513.

Did you ever get your USB based UPS to work in Scale?

Meanwhile... Jira's webserver must be this one :D

This is the number one reason why I skip submitting bug reports! While I still do submit some, I'd say about 75% of the time I end up saying "Nah, forget it, the site won't load yet again..."

It's been like this since I first started using FreeNAS 11.x. You can see in this message board and Reddit that iXsystem's Jira has a reputation for being slow and unreliable, as early as 2019 and still to this day. Who would be responsible in fixing this? My hunch tells me you'd have more bugs squashed, user activity, debug logs, comments, and tested patches if their Jira wasn't so painfully slow.

According to a response to Jira ticket NAS-109699 raising this issue:

thank you for your feedback.. I will continue working on it. I was hoping to provide short term relief as we work to migrate to Jira Cloud, which will ultimately fall upon Atlassian to maintain. I am hopeful they will have an improved experience. They have discontinued offering the Self Hosted Server product and in my research many are/were unhappy with the products responsiveness on the web. I am not pointing at the product alone as the source of the issues, but how it is implemented does directly impact, or in this case cripple, how we can mitigate it.
I have a few other things to try, thank you again for your patience and feedback.
