Passing GPU through to Windows 11 VM prevents startup.

I have a tesla P4 as an isolated GPU that i want to pass through to Windows 11, this will be a nice little VM to run games AFK.
Unfortunately, whenever I pass in the tesla P4 by adding it, the VM simply doesn't start.
Whenever I remove it it starts perfectly. The Win 11 install is fully complete, the PC is online and accessible with Parsec, just no stupid GPU passthrough.
Is my GPU dead? It works fine on NVIDIA-smi but that's all I've been able to test so far.

tesla's dont work as a GPU afaik. they are dedicated to workload processing.
the only way I know of to use them is with vGPU, which I do not believe truenas supports
I have 3 I was going to try and use but then ran into nvidia's paywall and licensing annoyance and just.....have let them sit cuz I dont have the energy to deal with it.

All you have to do is enable WDDM and it can be used in Windows VMs.

A big thing with the p4 is to not turn on ensure display device.
