I assume after setting this "Tunable" I need to reboot?

Yes, the FreeNAS loader tunables are passed to the kernel buring boot so you will need to reboot for this to have an effect.

I did not look in to the documentation for vt(1) and vidcontrol(1) deep enough (or do enough experimentation) to determine if it is possible to switch the console from graphics to text mode from the command line but it seems at least theoretically possible.

I tried that. The problem for me was that the changes did not survive a reboot.
