Briefly the current setup I have is:
Asrock C2750D4I
crucial CT102472BD160B x 4 (32GB)
Thermaltake Toughpower Grand 650, 80+ GOLD
Fractal Define R4 , (bought additional front fan for 2 input , 1 output fan)
5 x 3TB WD reds

Basically i originally bought the C2750D4I a few weeks ago with the same ram, with a fractal node 804. After putting everything and after a few mins of running it powered off and would no longer get into UEFI bios. IPMI still worked but basically the main board was dead as far as i could tell, the asus logo would not even appear after powering on. I tried one ram stick at a time but nothing worked. so I returned both the board and ram just in case. Meanwhile i thought the node 804 is too small, so i also changed that for a define R4.

Then yesterday a got my new board and ram , (both from a different vendor than before). Now it boots fine every time but running anything (memtest86 for example) it will only run for about 2 mins and then just hang. IPMI still responds and I can see the hung screen from the monitor but the only action i can take is to power off and restart after which i get the same hang after a couple of minutes at most. The event log shows on two occasions it reported "FRB2/Hang in POST Failure" , which i dont see much information on online.

I tried removing and reseating all the ram to no avail. The only thing that hasn't been replaced (which im in process of replacing ) is the PSU (replacing with seasonic G series 550 ). The only other thing i can think of is that somehow the cpu is overheating because it doesnt have a dedicated fan? The manual says a cpu fan maybe needed if there is less than 2cfm airflow over the heatsink , but i dont really have a way to measure that. IPMI interace reports about 43C on the motherboard while it is on and i dont see anything in the event log regarding temperature events.

At this point im waiting for the new PSU which i will try and if that doesnt work I guess i will either give up on this board or try to RMA it for one last attempt.

Thanks for any advice /knowledge on this issue.

First thing I did with my C2750 was update the BIOS Firmware and IPMI versions before anything else. Also flashed the second Marvell SATA controller as it's prone to be an issue. What else have you tried running that hangs? Are you able to play around in the BIOS and reboot without issue?

Yeah i should have mentioned, my bios is the latest (2.8) and bmc is latest 0.23 . I was able to play around in bios but this morning it even hung while in the bios too. Should i try reflashing the bios with latest (it shipped with latest bios).

I would, yes. Based on what I'd read about the C2750D4I when I got mine, I did reflash both the IPMI/BMC ROM and the system firmware as well. I'm running FreeNAS 9.3 on mine, and it's been quite stable. The power supply *in theory* shouldn't matter (it could, but it may not) though 650W is way overkill and will probably murder its efficiency. Which SATA ports are you using for your Reds, the Intel SATA ports or the ones off the Marvell controllers?

Just an update - turned out to be the power supply that was the problem, after using the seasonic G 550 i was able to run memtest overnight without a hang. I am using only the intel sata ports first, though i plan to create a 2nd 3way mirror pool which will have to use at least one of the marvell controllers. I did flash the marvell 9230 to remove hardware raid just in case.

Only problem now with the seasonic g 550 is it only comes with 6 total sata power connectors and I need 8 and preferably another 2.

Just use adapters and/or additional chains.
