Could not make an issue on Jira.

I was trying to create the following issue on Jira:

Update Smartmontools on core to 7.4.

Right now Smartmontools is version 7.2 on core 7.4 was released on 2023-08-01. This release brings in several important changes: support for NVMe self tests, better support for SAS reporting, particularly SSDs, and support for Seagate's FARM stats (which decodes their unreadable smart attributes into readable results) to name only a few of the biggest ones.

I got the following error when I tried to submit it: User 'ug:31c33858-61c1-44d2-92e2-5e62da5c0beb' doesn't have the 'Close Issues' permission. I would not have thought one needed permission to close issues to create one.
