Unable To Make Issue On Jira

This must be the third of fourth issue about this, I keep getting the error "User <user id> doesn't have the 'Close Issues' permission" when I try to file an issue.

I would also like to reopen this this issue.

Can someone please assist me with this I am still unable to create any issue's and it keeps giving me the error:

I had the same problem trying to create a new jira ticket for an improvement/suggestion/new feature.
