Can I change my Motherboard but use the same disks and USB program disk
with all my setting
and what about Hard disk positions on cards if they change

Yes, you should be able to do this.

Yes. The positions of the hard drives don't matter at all. As always, please ensure you have a full backup of your important data just in case anything doesn't go to plan, which is normally self-induced. Before moving everything over, have you done a good burn-in test (MemTest86 and some CPU test)? You want to ensure your new hardware is properly working before moving your drives over.
