FreeNAS Mini Transcoding Limit

I read that the FreeNAS Mini will transcode to a single client at 1080P.

What prevents it from doing so for two or more clients at same resolution? It has 8 cores and at least 16gb of RAM.

What would be the bottleneck?

Check it the Plex forums. You need about 2000 passmark score for each 1080p stream.
