The datasheet says "Each core supports two threads (Intel® Hyper-Threading Technology)". But not all SKUs support Hyper-Threading Technology, which means they don't feature 2 threads per core. On page 2 it is said that "Hyper-Threading Technology requires a computer system with a processor supporting HT Technology [...]" as well.
I still think you are reading more into the literal text of that datasheet than is there to match your existing understanding.
Have a look at xeon-e5-v2-spec-update.pdf pages 17ff, where you will find that the specific SKU 2603 v2 is listed with a few notes, the numbers 4 and 5 of which declaring that Hyper-Threading and TurboBoost are not available with these specific SKUs.
Excellent! Tables 7, 8, and 9 are actually what I was looking for when I first searched for the datasheet, thanks :) I think you should take a closer look though, in Table 8, E5-2603v2 (SR1AY) is listed with notes 1, 2, 3, and 7, but does
not have notes 4 and 5. That is, according to this table, the E5-2603v2
does support Hyper-Threading and Turbo-Boost. (We might be looking at different versions; my says spec update January 2015).

@HoneyBadger I think you will be relieved to note that Table 9 has two entries for the E5-4627v2, both of which include note 4 (i.e. no Hyper-Threading):
