Upgrade time

As in title time has come when my current hardware struggles with keeping up.
currently running
MSI MS-S0891 mini ITX board non IPMI version
i3-4170
16GB ECC ram(max on this board)

Main issue is plex streaming to 2 users, i3-4170 RUNS 90-95% on one high quality stream.


Also will like to go from 4x3TB raidz2 to 6x3TB HDD.
maybe occasional OS/Distro testing VM, nothing requiring high performance.
10g NIC - incoming sfp5122
HBA - plenty of LSI2008/3008 based ones on Ebay.

Case:
6-8 hot swap bays, micro-ATX board support, under £160.
I pretty much have settled on this one
all others are too long(2u) or too expensive: IW-ms08 or SC381.
Any others i haven't found yet?

CPU/Motherboard
1) upgrade to e3 1265 v3? Doubt it would run 2x plex streams and have some headroom left. need bifurcating riser to fit HBA and 10G NIC
2) epyc3151 from supermicro? Again, need bifurcating riser to fit HBA and 10G NIC
3) ryzen 3600(will have spare after desktop upgrade to ryzen 4600, when that gets released, or buy 2600 if release get postponed too long.
b) asrock rack x470d4u
c) asrock b550m pro4(ECC supported and working)

RAM
Should I go for 1x 32 GB stick or 2x 16GB? what kind of performance penalty (no VM's) on running single channel memory?

If i understood SLOG and L2ARC guides correctly i won't need them.

Any thoughts? any alternative solutions worth considering? I don't mind ordering from china or slight case modding.
