Switch Installed and Available tabs under Plugins

Since most times I'm not installing new plugins but adjusting the ones I already have I thought it would make more sense for the UI to put 'Installed' as the one that shows when I first click on the Plugins tab at the top.

You might want to open a feature request in the bug tracker. The UI is getting a redesign for 10.1, but I'm sure such small suggestions will help guide the process.
