Partitioned Drive mirror of running USB fails to boot UEFI

I made a new post as I do see some similar topics recently but did want to hijack or muddle the others.
Tried TrueNAS-12.0-U2.1.iso and FreeNAS-11.3-U5.iso
Install to USB boots UEFI fine for both versions.

Following this post which has a TrueNAS and FreeNAS example.

I end up with a no UEFI boot off of the partitioned SSD condition with either version, but the partitioned SSD will boot legacy for both versions. direct install to single partition SSD also boots UEFI. I tried both as TrueNAS failed for what I was expecting, thinking maybe a version difference since the posting.

Build:
ASRock Rack E3C226D2I
E3-1220L v3
16G ECC
SanDisk X110 64G SSD (single boot mode)
And tried also a
Kingston A400 120G SSD (same out come)

Windows Server 2019 of course runs fine. I would prefer to find a partitioned solution for UEFI over legacy and legacy also messes up the video resolution compared to running UEFI, not that there will always be a need for a monitor.
Looking for ideas as I pretty sure I followed the post correctly as I had repeated the same failure multiple times.
Google has eluded me so far as to point me to another solution other then playing with the partition aliment or SSD/USB brands.
Goal is to use to use all the ssd vs just a small portion.
