I'm a noob from India trying to put together a server with following parts

Processor : 2 x E5-2630L (Sourced from US hopefully as I need to ask my friend to get them if possible. May get powerful processor next year if all goes well. If this is the case should I get even lower spec processor to save money)
Motherboard : Gigabyte GA-7PESH2 (Sourced from US. Friend bought it already)
RAM : 32-64 GB ECC RDIMM (Will source it locally.)
Case : Not sure (Can only source it locally and am limited in options both because of geography and technical reasons-E-ATX motherboard. Maybe a Supermicro 4U Chassis if I can find one locally)
HDD : 8 x 10 TB ( Sourced from US. Have 4 currently and waiting for 4 more. Will add more drives down the line)

Use Case : Plex - 4K Content ( 1 Stream at a time mostly with second stream sometimes, P2P, CIFS/NFS

1. I want to know if the motherboard is decent for running Freenas
2. What is the minimum amount of RAM I should aim for? Will faster RAM modules help me at all with my use case? Is there any significant advantage to using 16 GB m
3. I want to know which variants of SC846 I can use with the motherboard if I can at all.
4. What is the minimum power of PSU I should aim for?
5. Any other things I need to be aware of?
6. Also appreciate some help from any Indians on the forum regarding the build(this is my first ) and inputs regarding sourcing of parts locally.

Edit: Change of numbering

1. Search the forums, but I think I've seen issues with the 10GB NIC on this forum, so you will want to research that. The dual socket itself is way overkill for the use case (1 CPU would be plenty), but the additional RAM slots are great.
2. More RAM is ALWAYS better in FreeNAS more smaller RDIMMs could be an advantage rather than fewer larger ones.
3. I'm not an expert on SuperMicro cases... but you may find it's easier to source a Norco chassis in your region... see my sig for the detail.
4. for 8 disks and twin CPU, I wouldn't go below 650W, but with a 4U chassis capable of 24 disks, you may want to consider 1000W+ to allow for the eventual increase in connected drives.
4b. Understand ZFS and how to work with your disks in FreeNAS (use the GUI when possible, but know the CLI to help yourself)
5. can't help with that one, sorry.

I just searched the forums and couldn't find any posts pointing issues with this particular board. I bought the board because I found it to be cheap at 145$+taxes compared to other socket 2011 boards

But does more RAM is ALWAYS better statement hold for my use case?Could you explain why more smaller RDIMMS are better?

I've found only two links to Norco cases both from amazon.in Norco 4220(~875$) and Norco 4224(~1150$). The Supermicro cases I would source as second hand ones so I believe they will cost far lower. But the Norco chassis seem to be rare in India.

I'll try to go for 1000W PSU's as long as they dont cost me a ton in which case I'll try going for 850W PSU.
4b. Understand ZFS and how to work with your disks in FreeNAS (use the GUI when possible, but know the CLI to help yourself)
I'll try to read through the documentation before I use the server.
5. can't help with that one, sorry.
That's all right.
