Link State: Down - CXGB0 - Activate new SFP card on 1Gbps switch

I'm looking to ditch my SLOOOOOOOOOOOOOOW Realtek NIC for the SPF/PCIe Network connection I saw suggested in other threads.

The "Chelsio Dual Port 10Gbps NIC SFP Low Profile Bracket 110-1088-30 CC2-N320E-SR" installed cleanly and when I put the 10Gtek's in, the ports light up on the Dell 2724 1Gbps SFP ports.... but I can't ping/traffic the section.

How do I activate these? See photo.

re0 - 192.168.2.200 - fixed IP - Link is UP, but barely running at 100Mbps
cxgb0 - DHCP, but MAC reserved address of .201 - Link is DOWN - Link light is ON - Will need to run at 1Gbps (if can't auto negotiate)
cxgb1 - DHCP, but MAC reserved address of .202 - Link is DOWN - Link light is ON - Will need to run at 1Gbps (if can't auto negotiate)

Appreciate this forum, I've been reading a ton the last month... but here I am asking for help now. TYIA.

NIC: Realtek (I hate it)
NIC: Chelsio Dual Port 10Gbps SPF (PCIe)
SFP: (2) 10GTek cable SFP

Connected to
Switch: DELL 2724 Switch
SPF: (2) 10GTek cable SFP [but it's only a 1Gbps switch]

I have done a few upgrades. I now have the Intel 520 but still getting 1G lights on my 10G switch. The rest of my devices have 10G

I have read some threads on sysctl settings, but nothing has taken in the Tunables to get it from reading Media Subtype: 1000baseT. All new hardware / cables being used.

This is what I have now
Running TrueNAS-13.0-U5.3
MB: ASUS z87-k
Chip: i7-4790K
Ram: 32GB ram (max)
NIC: Realtek (I hate it)
NIC: INTEL 520 (Just upgraded it today)
SFP: (2) 10GTek cable SFP

Connected to
Switch: NETGEAR GS110EMX - showing 10G lights on all other proper ports
SPF: (2) 10GTek cable SFP
