Is this normal behaviour for drive detection?

TLDR; If I don't have a drive in a port on boot Truenas core won't detect it if I plug one into that same port after boot. I've replicated this behavior with lsi HBA and onboard motherboard sata ports. The case I am using is a 24bay Norco style case with the SFF8087 backplanes. I've tried all the backplanes in the case and the 2 spares I have and behavior is the same.

TrueNAS-13.0-U5.2

At first I thought it was a backplane issue (and still may be) but am less sure after I did the following test.

1. boot with no drives attached to the 4 bays in a backplane.
2. tried hot pluging a drive in a tray into each bay. Nothing in the console and nothing shows up in camcontrol devlist. Also tried camcontrol rescan all and nothing.

Then I rebooted with the drives in there and boom they show up and I can remove and reinsert and I get the relevant messages on the console confirming.

Anyone have an idea what is going on here? Maybe this is normal behavior?
