HI i am having trouble installing 11.3 on my old PC
hardware
Motherboard B85M-E
CPU intel core I7 4790 3.6ghz
RAM 16gb 1600MHz
Boot device m.2 128gb kingston connected to PCIe

After i choose where to install the device this shows up :

Depending on how old we're talking, your BIOS may not support the FreeBSD bootloader, which was changed from GRUB between 11.2 and 11.3 if I remember right.

If you're installing something now, are you sure you really want something more-or-less completely out of support?

Wouldn't you rather try with SCALE? (which uses GRUB)

Otherwise, I would suggest using 11.2

On reading your message above, are you sure you're installing 11.3? (and not 13 CORE)
