I was wondering whether there are other people that use FreeNAS on a Gen10 that have experienced the same issue. I have noticed that since 11.2, my box doesn't reliably fully shut down any more when I use the power button on the case. I have looked at what happens here by hooking up a screen: it looks like a clean shut-down, including ceasing screen output, but the machine remains powered on indefinitely.
It does not behave like this all the time and seems related to uptime somehow: the shorter the machine has been on, the more likely it is to fully shut down. I am also not entirely sure if 11.2 is the culprit: because I wanted to be able to see what was happening on-screen when updating from 11.1 to 11.2, I added

It may sound like a minor inconvenience, but these boxes come with overheating protection that simulates pressing the power button for a graceful emergency shutdown. This feature is now effectively useless. I understand that I shouldn't need this feature by providing sufficient airflow, but still.
