How does a cloud sync restore work?

Let's say I have a PUSH rule set up for multiple pools. My NAS becomes a brick one day and I rebuild from scratch. When I restore, would I load up a backup config which would have my original PUSH rules and modify them to PULL (also providing my password/salt for the client encryption)?

Would all of my groups/permissions be restored by rclone? Has anyone actually successfully restored from a disaster using these cloud configs?
