Hardware change - seamless?

Assuming same number of storage drives, and same boot drive, can hardware (mobo, cpu) be changed seamlessly?
That is, will everything just keep working as before with no risk of data loss?

It will. The only real question would be network configuration--if you've configured an interface with a static IP on the original hardware, and the new hardware uses a different NIC driver, you may need to reconfigure it.
