Why I have insufficient privileges to post in "How-to Guides"?
I make an tutorial and post it in my site.
Can anybody put it in the apropriate local (if you think it has any interest)?

Did you read the part about posting in the how-to section? It says post it elsewhere and a mod will move it if it is of sufficient quality. ;)

Just post it in a section that seems appropriate. If you don't know just throw it in the newbie section. Mods (like myself) read every thread so even if it's not in an "appropriate" section we'll still see it. ;)
