As per the title: is it possible to load an iSCSI target from another server on FN using iscsictl command? I tried but it seems it needs iscsid service running.

No, FreeNAS is only intended as a iSCSI target.
Yes, I know what it's intended for :). service iscsid onestart made the trick, and if I want it permanent I can just set iscsid_enable to YES in /etc/rc.conf.
BTW I just wanted to experiment with zfs over iscsi vdevs o_O 'crazy experiments'! o_O

Code:
pool: iscsivol
 state: ONLINE
  scan: none requested
config:
