Console Setup Menu will not respond to any inputs

i have a fresh install on the below system, the Console Menu will not respond to the imputs on the screen. Sometimes the system will respond to the shutdown command (#11) after I type "Q" but this isnt a guarantee.

any help will be appreciated

i5-12400
ASRock Z690M-ITX
16 gb of Ram
850 Evo
NO Pools yet
