It seems that I have created a mess. I originally had a few plugins installed and I deleted them the wrong way. I have since found a few discussions that provided instructions on how to remove the plugins from the sql database which I have done. I also unmounted each of the directories within the jail folder and deleted those. However the problem seems that these old directories still exist in some auto mount location that I can't seem to find. I found them in /etc/local/collect.conf but that seems to be an auto generated file at boot because I deleted the problem directories and they returned. These jails do not show up in the GUI and only seem to exist as a mount point and a small number of files in my jail directory. I have also checked inside of the /etc/fstab but nothing is listed there either regarding jails.

After trying to find a solution for several hours and finally posting a thread I stumbled across the "View Volumes" section of the FreeNAS GUI and realized that each of the jails I had created had a corresponding volume. I deleted the volumes that were no longer used and then try to install one of the plugins again and it now works.
