When I delete a test file, sometimes the file appears in the .recycle location right away and other times it doesn't. I tried refreshing and waiting, but it doesn't appear. The only way is to toggle the CIFS service and sometimes that causes the mapped drive to not be able to connect for half a minute.

Am I supposed to toggle the service every time I want to look at the .recycle directory?

The .recycle is the 'recycle bin' for the network share. I've never had a problem accessing it, but you shouldn't be needing to access it regularly anyway. As for the system being unable to connect for half a minute, that's probably a workstation issue. I've connected within 2-3 seconds of restarting the CIFS service.
