Bug posted: 7040 in official freenas bug submission

This covers the empty list of available plugins in 9.3 stable

I specified that there might not be a code fix if the URL for the configuration just needs to change (which we all can do manually if so).

Currently, plugins config uses this URL in 9.3: http://download.freenas.org/plugins/9/x64/pbi-meta/pbi-repo.rpo

So I will update if the bug is screened and closed with "use this URL instead".

I was able to install a plugin on my test 9.3 install. I had to first create a dataset for my jails, then specify this as my jail dataset.
I think this was automatic in 9.2.1.x

Ironically we had a power outage in my town, so this AM I turned on my freeNAS, and lordy, there are the plugins!
