Correct.

When you install 11.2 on the new flash drive, cancel the wizard that runs. After login, restore your 9.10 configuration file.

If you have room and an available SATA connection, consider using a small SSD instead of the USB flash drives. A lot of users have had problems with FreeNAS running on flash drives in the last couple of years.

I read through this and it looks like I can load version 11 on a new USB stick and use it to replace the USB stick with 9.10 on it and my upgrade would be done.
Of course I would have to import the saved config file.

Awesome - We are going to use 3D NAND SATA on a PCIE adpater to boot from - hopefully.
