Boot environments gone

We are having some challenges having upgraded from 9.10.2-u6 to 11.1-U1 (documented here: https://forums.freenas.org/index.ph...o-11-1-u1-periodic-crashes.61358/#post-436415). The suggestion was to bug the behavior which we did, with no determination of the problem.

We decided to roll back and see if the reboots went away, however despite the fact that all the old environments show in Freenas (see screenshot), when we reboot only the current environment is available. Is the intended behavior that all previous environments are deleted, or am I misreading/understanding the docs?

Any suggestions on how best to restore 9.10 (we did NOT upgrade the pool)?
