Bios Power Setting kills all usb ports

I just moved my Bluefin System over to a Asrock H370 Pro4 board, and all was going well until I changed to Power Setting from Off to On. This is for what to do in a blackout, clearly I would like the system to power back up when the supply is restored.
Unfortunately that killed every USB port. All I get with that setting active is a whole bunch of messages saying I might have a faulty cable?
As soon as I change that setting back to No, as in do not power on, all usb ports are fine.

Maybe just a weird thing with this board, but I thought I would point it out in case it helps someone else.
