Guess I have to jump in here as well. I am running into the exact issue. I am getting the email saying the server is rebooting, but thankfully the system is not actually rebooting as checked by uptime and the times in the logs.
I am currently running 11.1-STABLE.
Some notes of interest for my system:
111 days ago I shut the system down to install a new, larger UPS. Since then, it has been up for those 111 days without issue. The very first time I received the "Unauthorized System Reboot" message was April 11th. I checked into then, saw that the system had not really rebooted, everything was online and pools were all good, so I didn't think anything about it. I received the second message last night and jumped on the forums this morning.
Like a lot of people, this is what the log says:

As I said, in my case my system does not actually reboot and I have only received the message twice. No scrubs at the time and no jails on the system.
