ZFS quota and provisioning

From freeNAS 9.2.1 User Guide:

"....NOTE: ZFS provides thick provisioning using quotas and thin provisioning using reserved space..."

Is this statement correct? From my experience 'Reserved space for this dataset ...' provides thick provisioning and quotas - thin provisioning.
Am I wrong?

I have the same question. Anyone care to expound on the meaning of this sentence? It still appears in the current documentation.
