Web GUI not accessible after upgrade to 11.3 U2

After upgrading to 11.3 U2 (from 11.2) the Web GUI becomes unresponsive some time (hours) after a reboot and the SMB shares become very slow. The server responds to ping. I've seen some other similar posts lately. What's going on with 11.3?
