Wake on lan from jail does not work in 11.3

I have been successfully using wake on lan ('wake mac' command line) from within a jail on my FreeNAS system. Since upgrading to 11.3 the wake does not work from within the jail shell, still works ok from the main host shell. What has changed and how can I make it work?
Also just to be clear, I'm trying to wake a Windows machine which is in sleep state from a system installed in a jail on FreeNAS. I can wake this machine from other places e.g. router gui and host FreeNAS shell but not from jail shell.
