Unable to open cyrillic directories by FTP

Hello! Freenas 9.10, all dirs and files that has cyrillic names rejecting to open with any client with error:
ERR_FTP_FAILED
Clients that i tested: Google chrome, linux mint "nemo", mucommander, windows explorer.

Thanks! I have not yet created bug report, hoping this can be fixed somehow with configs

It's possible that 9.10 introduced a localization error. To confirm, did this work in 9.3? Have you selected the required Language and Keyboard Map in System -> General?

Yes, everything was fine in 9.3, language and keyboard map set to Russian and Russian koi8-r winkeys

Definitely create a bug report then containing the above information. Sounds like a bug was introduced by 9.10.
