UI Theme not sticking after logout

I'm using 12.0-U6 and the default UI theme has changed to iX Dark. I can change it just fine but the setting does not persist between logins, it just reverts back to iX Dark.

Whilst I'm at it my table column changes do not persist either.

Is this the intended behaviour, if not and idea what could be causing it?
