I recently had the Transmission plugin installed but then uninstalled it. Today I decided to reinstall it however when I go to the plugins page and try to toggle it from off to on, it takes forever to load and then says "Some error occurred." Additionally I have the Plex plugin which works and its icon is shown, however Transmission has a puzzle icon next to it. I've tried rebooting, and changing the IP address.

Sounds like the FreeNAS WebUI and the plugin can't communicate.
I suggest you test if you can ping from the jail to your computer.
If that does not work you can try editing the jail, disabling VIMAGE, assinging the jail a network interface, restarting the jail.
Then test if the Transmission icon starts showing.
