If they did, and it supported 64GB it'd be an insta purchase
Bonus points for 10gbe, otherwise Xeon D is the closest

There's always a chance, but Xeon E3 is not a priority. Heck, their original X11 boards are still stuck on the insanely buggy R1.0b BIOS.
Right now, the development pipeline is probably focusing on Denverton (or whatever Avoton's successor is called) and Xeon-Phi.
Xeon-D developments would probably be high priority if Intel released Skylake Xeon-D (Xeon-D is a license to print money).
