It has not, to my knowledge, been switched. Only FreeNAS 10 has.

I just spoke to Kris, and he is in the process of updating our branches so that we can start doing some test builds based on FreeBSD 11. We want to make sure it doesn't break anything too badly first. Stay tuned!

Yea, I'm wondering if a 11 depend crept into py-netif by mistake a few days back and then was removed. FWIW, it seems to be building just fine here with our nightlies:
