Set hardware clock to local not utc

I've tried many FreeBSD methods (tzsetup, /etc/wall_cmos_clock) to get the RTC to stay at local timezone but it always reverts to UTC.

Is there something peculiar about FreeNAS 8.0.1 Beta4 ?
